Michael Toner Discusses Senate Campaign’s Use of Paper Filing for Campaign Finance Reports
Michael E. Toner, co-chair of Wiley Rein’s Election Law & Government Ethics Practice, was quoted in an article published October 25 in The Washington Times about a major delay in the processing of campaign finance records, in part because U.S. Senate campaign committee disclosure reports must be filed on paper rather than electronically with the Federal Election Commission (FEC) as other types of campaign committees are required to do.
Senate campaign committees “have the option to file electronically, but it doesn’t count as the official report,” said Mr. Toner, a former FEC Chairman. Senate campaign committees “have to file the paper report by the due date to meet the reporting obligations,” Mr. Toner observed. “It’s a collision of modern technology and Senate prerogative,” he added.
