Megan Brown Moderates CTIA Panel on ‘New Paradigm’ for Cybersecurity

Megan L. Brown—a partner in Wiley Rein’s Appellate, Cybersecurity, Litigation, Privacy, and TMT practices—moderated a panel discussion with key government leaders at the 2016 CTIA Super Mobility conference in Las Vegas. The September 7 session was entitled “A New Paradigm for Cybersecurity: Partnership v Regulation,” a theme that was discussed extensively in a September 8 Inside Cybersecurity article.

Ms. Brown’s panel included officials from the Federal Communications Commission (FCC), the U.S. Department of Homeland Security, the National Telecommunications and Information Administration, and the National Institute of Standards and Technology.

Panelist Nicole McGinnis, associate chief of the FCC’s Public Safety & Homeland Security Bureau, was quoted in Inside Cybersecurity’s coverage of the discussion, noting that “public-private partnerships are fundamental to the work we’re doing.” Ms. McGinnis added that FCC Chairman Tom Wheeler “has made clear” that cybersecurity initiatives should be driven by the industry.

The article focused on the “new paradigm” around cybersecurity—“the post-regulatory approach” advanced by Chairman Wheeler, who delivered an opening keynote at the conference. The conference also featured prominent figures in cyber policy from government and industry, all of whom “pressed a message of collaboration against a backdrop of technological innovations unimaginable almost two decades ago,” according to the article.
