Wiley Rein & Fielding Announces Five New Partners

Washington, DC-Wiley Rein & Fielding is pleased to announce the election of five new Partners and two Of Counsel to the firm, effective January 1, 2005. Joining the partnership are Scott E. Bain, Martha E. Heller, Eric W. Leonard, Mark A. Pacella and Sandra Tvarian Stevens. James D. Phipps and Kathryn Comerford Todd are the firm's newest Of Counsel.

The following attorneys are joining the partnership:

Scott E. Bain joined WRF following his clerkship at the Federal Circuit. He is a member of the firm's Intellectual Property and Internet & E-Commerce Practices and is registered to practice before the U.S. Patent and Trademark Office. Mr. Bain specializes in the litigation, licensing and acquisition of copyright, patent, trademark and other intellectual property rights in the fields of communications, entertainment, publishing, software, consumer electronics and education. His clients have obtained three "NLJ 100" verdicts and are often at the forefront of legal debates regarding new technologies. Mr. Bain received his J.D. from Boalt Hall School of Law, University of California, Berkeley.

Martha E. Heller joined the firm as a first year associate and practices in the firm's preeminent Communications Practice. She represents broadcast, cable and other media clients on a broad range of rulemaking, transactional and other regulatory issues before the Federal Communications Commission. She also has particular knowledge of and experience with media mergers and acquisitions and litigation impacting the mass media. Ms. Heller received her J.D. from the University of Virginia School of Law.

Eric W. Leonard also joined the firm as a first year associate and is a member of the firm's Government Contracts, Litigationand Employment & Labor Practices. He represents clients on a broad range of government contract matters before federal agencies, the Government Accountability Office (GAO) and the U.S. Court of Federal Claims. Mr. Leonard received his J.D., with honors, from The George Washington University Law School.

Mark A. Pacella practices in the firm's Intellectual Property, Litigation and Food & Drug and Product Safety Practices. He is registered to practice before the U.S. Patent and Trademark Office and specializes in patent and trademark litigation, procurement and counseling in a variety of industries, with particular experience in pharmaceuticals. He has represented clients in complex patent litigations before numerous federal district courts involving pharmaceutical and other technologies. Mr. Pacella received his J.D., with highest honors, from The George Washington University Law School.

Sandra Tvarian Stevens joined the firm as a first year associate and is a member of the firm's Insurance and Litigation Practices. She handles complex civil litigation and arbitration matters involving insurance and reinsurance law and regularly represents insurers in large complex insurance coverage disputes at the appellate and trial court levels in both federal and state courts nationwide. Ms. Stevens received her J.D., summa cum laude, from Washington College of Law, American University.

The firm's newest Of Counsel:

James D. Phipps is a member of the firm's Franchise, Business & Finance, International Trade and Communications Practices. He advises clients on complex international business dealings and disputes and regularly handles transnational matters involving commercial relationships between trademark and intellectual property licensors and licensees, franchisors and franchisees, manufacturers and their commercial agents and suppliers and their distribution channels. Mr. Phipps received his J.D., cum laude, from Brigham Young University and was a Fulbright Fellow in Islamic Law at the King Faisal Center for Islamic Studies and Research, Riyadh, Saudi Arabia.

Kathryn Comerford Todd joined the firm as an associate following her clerkships for the Honorable Clarence Thomas, Supreme Court of the United States, and the Honorable J. Michael Luttig, U.S. Court of Appeals for the Fourth Circuit. Ms. Todd is a member of the firm's Communications, Appellate and Litigation Practices, representing clients in federal and state courts on a variety of matters including First Amendment and commercial speech issues, Internet, privacy and unconstitutional takings claims. She received her J.D., magna cum laude, from Harvard Law School.
