Wiley Rein & Fielding Announces Six New Partners

Washington, DC-Wiley Rein & Fielding LLP announces the election of six new partners and one new of counsel, effective January 1, 2004. Joining the partnership are Jennifer D. Hindin, Charles C. Lemley, Kevin J. Maynard, William E. Smith, David H. Topol, and Helgi C. Walker; Alysa B. Wakin is the firm's newest of counsel. These appointments reflect the continued expansion of the firm, which marked its 20th Anniversary this year.

The following attorneys have been recognized for their achievements:

Jennifer D. Hindin practices communications law, representing clients in regulatory, policy and transactional matters before the Federal Communications Commission (FCC) and International Telecommunication Union (ITU). She plays a key role for satellite clients by successfully obtaining spectrum rights and licenses for system operation and earth stations. Ms. Hindin also regularly helps clients meet their international telecommunications service goals through regulatory and legislative initiatives and license proceedings. She routinely provides advice on compliance with FCC rules, investment and bankruptcy matters, foreign ownership, homeland security, and privatization and liberalization of global telecommunications markets. Ms. Hindin also co-chairs the International Telecommunications Committee of the Federal Communications Bar Association. She received her J.D., cum laude, from New York University School of Law.

Charles C. Lemley serves in the firm's litigation, health care and employment & labor practices. He represents clients in commercial and employment litigation matters before state and federal courts and in traditional labor arbitration. Mr. Lemley has specialized experience in highly-complex commercial litigation as well as matters involving domain name disputes, protection of trade secrets and unfair competition. His employment law practice includes litigation and counseling involving alleged violations of Title VII, the Americans with Disabilities Act, Age Discrimination in Employment Act, Family Medical Leave Act, Fair Labor Standards Act, and state anti-discrimination statutes. He received his J.D., magna cum laude, from Georgetown University Law Center.

Kevin J. Maynard serves in the firm's government contracts, health care and litigation practices. He regularly represents clients on all aspects of federal, state and local procurement matters, including contract claims and disputes, government investigations and audits, civil false claims act matters and compliance issues. He has particular expertise in assisting technology companies in preparing and negotiating a wide variety of complex business agreements, including contracts, subcontracts, licenses, strategic alliances and teaming agreements. Mr. Maynard served as a law clerk to the Honorable Lawrence S. Margolis, U.S. Court of Federal Claims. He received his J.D., with high honors, from The George Washington University Law School.

William E. Smith, formerly of counsel with the firm, serves in the litigation and insurance practices. He represents clients in complex civil litigation matters and has substantial experience representing professional liability and general liability insurance carriers in coverage actions. Mr. Smith is a former in-house litigation counsel for a global telecommunications company where he handled domestic and international commercial litigation and arbitration matters. He received his J.D., magna cum laude, from the University of Michigan Law School.

David H. Topol, formerly of counsel with the firm, serves in the insurance, litigation and appellate practices. He represents insurance carriers in connection with a variety of professional liability policies, including banking, mutual fund, investment adviser and directors and officers policies. Recently, he authored the "Professional Liability Chapter" of Holmes' Appleman on Insurance, 2d, (Fall 2003). Mr. Topol is a former Management Consultant with McKinsey & Company and Trial Attorney wth the U.S. Department of Justice, Environmental Enforcement Section. He also served as a law clerk to the Honorable A. Raymond Randolph, U.S. Court of Appeals for the D.C. Circuit. Mr. Topol received his J.D. from Yale Law School.

Helgi C. Walker , formerly of counsel with the firm, practices in the communications and appellate groups. She has particular experience in appellate litigation and telecommunications matters involving common carrier, wireless, cable, Internet and broadcast issues. Ms. Walker is a former Associate Counsel to the President of the United States and Senior Legal Advisorand Chief of Staff to FCC Commissioner Harold Furchtgott-Roth. She also served as a law clerk to the Honorable Clarence Thomas, U.S. Supreme Court, and to the Honorable J. Harvie Wilkinson III, U.S. Court of Appeals for the Fourth Circuit. Ms. Walker received her J.D. from the University of Virginia School of Law.
