Wiley Rein Elects Four New Partners

Wiley Rein proudly announces the election, effective January 1, 2011, of its newest partners: Michael D. Bloomquist, Megan L. Brown, Scott A. Felder and Gary P. Seligman. As Managing Partner Richard E. Wiley noted, "The promotions reflect the hard-earned achievements of these outstanding lawyers. They have demonstrated exceptional dedication to their clients and the firm, and we applaud each of them on this well-deserved accomplishment."

Joining the partnership are:

Michael D. Bloomquist. Mr. Bloomquist joined the firm in 2008 as of counsel in its Public Policy Group. A former Deputy General Counsel to the U.S. House of Representatives Committee on Energy and Commerce, he assists clients in addressing climate change and energy-related issues before Congress and the executive branch. Mr. Bloomquist also has served as Chief Counsel for the U.S. House Committee on Science and Technology and as an Attorney-Adviser in the Honors Program at the Department of Interior. He received his LL.M. from The George Washington University Law School and his J.D. from the Washington University School of Law, where he was the Recent Developments Editor of the Washington University Journal of Urban and Contemporary Law.

Megan L. Brown. Ms. Brown joined the firm in 2003 as an associate in its preeminent Communications Practice. She focuses on litigation at the trial and appellate levels and handles cases involving complex federal preemption, administrative law and constitutional issues. Ms. Brown also counsels clients about their national security, privacy and compliance obligations, and represents clients before federal agencies, including the Federal Communications Commission and the Department of Justice. A former Law Clerk for Judge E. Grady Jolly of the U.S. Court of Appeals for the Fifth Circuit, Ms. Brown served from 2007-2008 at the Department of Justice, where she was Counsel to two Attorneys General of the United States. Ms. Brown received her J.D. from Harvard Law School where she was Executive Editor of the Harvard Journal of Law & Public Policy. She earned her A.B., cum laude, from The College of William & Mary.

Scott A. Felder. Mr. Felder was an Assistant Counsel and a member of the Military Honors Program in the Office of Chief Counsel, Headquarters, U.S. Army Corps of Engineers before joining the firm as an associate in the Intellectual Property and Government Contracts Practices. Mr. Felder counsels clients in the acquisition, protection and enforcement of intellectual property rights, with a particular emphasis on patent law. He also advises clients on all aspects of intellectual property in relation to government contracts, including rights in technical data and computer software. Mr. Felder is a member of the U.S. Army Judge Advocate General's (JAG) Corps, and since 2006 has been a Professor of Contract and Fiscal Law at the JAG School in Charlottesville, VA. He received his J.D. from the University of Virginia School of Law, where he was the Executive Editor of the Virginia Sports and Entertainment Law Journal and a member of the Order of the Coif; he received his B.E., summa cum laude, from Vanderbilt University.

Gary P. Seligman. Mr. Seligman, formerly of counsel in the Insurance Practice, represents insurers in complex disputes arising under professional liability policies, including the application of policy provisions in the bankruptcy context, at the trial and appellate court levels. He also serves as monitoring counsel in connection with numerous securities matters and novel professional liability exposures. Shortly after joining Wiley Rein in 1999, Mr. Seligman took a year hiatus to serve as a Law Clerk for Judge Ellsworth A. Van Graafeiland of the U.S. Court of Appeals for the Second Circuit. Mr. Seligman received his J.D. magna cum laude from Washington and Lee University School of Law, and graduated magna cum laude from Harvard University.
