Veteran Telecom Attorney David Frolio Joins Wiley Rein, Building on Recent Additions to Preeminent Communications Practice

March 9, 2015

Washington, DC—Wiley Rein announced today that veteran telecommunications attorney David G. Frolio has joined the firm's preeminent Communications Practice as consulting counsel.  Mr. Frolio previously served as general counsel for the GSM Association, the global trade association for the mobile telecommunications industry.

"We are delighted to welcome David to Wiley Rein," said R. Michael Senkowski, chair of the Telecommunications Practice.  "His experience with domestic and international transactions in the wireless and telecom industries will be invaluable to our clients, further expanding our capabilities regarding corporate governance, mergers and acquisitions, and corporate and commercial law."

Mr. Frolio has 35 years of experience as a corporate lawyer, representing wireless and telecommunications industry clients on complex domestic and international matters such as cross-border commercial joint venture agreements, infrastructure agreements, roaming agreements, distribution agreements, and other commercial and transactional matters.

With the addition of Mr. Frolio, Wiley Rein continues to build on the success of its communications law practice—the largest in the country.  Leo R. Fitzsimon, the former head of government and industry affairs for Nokia Inc., joined the firm last month, bringing more than 20 years of experience in information and communications technology policy, regulation, business, and law.  Other recent additions include Robert M. McDowell, former commissioner and senior member of the Federal Communications Commission; Shawn H. Chang, former chief counsel on communications and technology policy for the U.S. House Energy and Commerce Committee Democrats; and Karl Nebbia, former associate administrator of the Office of Spectrum Management within the National Telecommunications and Information Administration.

Wiley Rein's Communications Practice boasts a record of success for clients in a wide variety of industries.  More than 80 attorneys and engineers are engaged full-time in the Practice, which encompasses virtually all aspects of the federal, state, and international laws governing the telecommunications, Internet, and media industries.
