Practice Areas

Jeff has an advanced knowledge of the practical applications of antidumping and countervailing duty laws, regulations, and procedures. Before entering private practice, he was an International Trade Compliance Analyst at the U.S. Department of Commerce where he was involved in nearly every type of antidumping and countervailing duty proceeding. Jeff led or participated in sales and cost verifications in both market and non-market countries and was awarded a Certificate of Recognition for outstanding performance in drafting large sections of the 2002 Suspension Agreement on Mexican Tomatoes and negotiating with the Mexican government and the Mexican and U.S. tomato industries. Prior to joining Wiley Rein, Jeff worked over six years in the private sector on an array of antidumping and customs issues.

Representative Experience

  • Handles all aspects of antidumping and countervailing duty cases before the Department of Commerce, the U.S. International Trade Commission (USITC), the U.S. Court of International Trade, and the Court of Appeals for the Federal Circuit.
  • Assists clients in crafting responses to Department of Commerce and USITC questionnaires.
  • Counsels clients on export control, customs, fraud, and liquidation issues.
