Karl teams with Wiley Rein’s Communications Practice as an independent consultant. He is a respected and skilled negotiator and advisor on important and highly technical spectrum issues. Having served as former Associate Administrator of the Office of Spectrum Management within the Department of Commerce’s National Telecommunications and Information Administration (NTIA)—along with extensive NTIA experience managing spectrum policies and negotiating international treaty agreements—Karl is well known throughout the national and international radio communities. He advises the firm’s clients on a full range of technical spectrum issues, including domestic and international regulation and policy, transactions, federal radio communications requirements, and disputes in a variety of sectors—wireline and broadband, wireless, and satellite.

Professional Experience

National Telecommunications and Information Administration (NTIA)

  • Associate Administrator, Office of Spectrum Management (2007-2014). Led spectrum management for the Executive Branch and managed engineering, frequency assignment, policy, emergency planning, and strategic planning functions. Regularly testified before committees of Congress regarding contentious spectrum issues
  • Deputy Associate Administrator, Office of Spectrum Management (2001-2007). Chaired the Interdepartment Radio Advisory Committee (IRAC), directing all activities relating to daily spectrum management business and policy-setting of and for federal agencies
  • Chief, International Spectrum Plans and Policies Division (1998-2001)
