Mr. Gordon represents U.S. manufacturers, industries and agricultural groups in antidumping and countervailing duty matters before the U.S. Department of Commerce, U.S. International Trade Commission, U.S. Customs and Border Protection, the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit.  His practice focuses on unfair trade litigation, developing and implementing programs to detect circumvention and enforce trade orders, and assisting clients with complex customs issues related to imports and exports.


REPRESENTATIVE EXPERIENCE

  • Counsel to the U.S. tissue paper and crepe paper industries in antidumping duty investigations, appeals, reviews and enforcement actions related to imports from China and circumvention through Vietnam and Thailand.
  • Counsel to the U.S. saccharin industry in antidumping litigation and enforcement actions involving China and other countries.
  • Counsel to the U.S. steel nails industry in antidumping duty proceedings, appeals and enforcement action involving China and other countries.
  • Represented the U.S. activated carbon industry in an antidumping duty investigation, reviews and enforcement actions involving China and other countries.
  • Represented multiple U.S. stainless steel producers in antidumping duty proceedings and appeals concerning stainless steel plate in coils and stainless steel sheet and strip in coils from Belgium, France, Germany and Taiwan.
  • Represented U.S. producers of carbon and certain alloy steel wire rods in antidumping duty proceedings concerning Moldova and Ukraine.
  • Represented U.S. preserved mushroom producers in antidumping duty investigations, administrative reviews, sunset reviews and appeals related to imports from China, Chile, India and Indonesia.
  • Represented the U.S. pasta industry in sunset reviews conducted by the U.S. Department of Commerce and the U.S. International Trade Commission.
  • Represented the U.S. fresh garlic industry in antidumping proceedings and appeals.
  • Counseled clients on Byrd Amendment issues and in audits conducted by Customs and Border Protection.
  • Represented U.S. laminated hardwood truck flooring producers in a countervailing duty investigation of laminated hardwood flooring from Canada.
  • Represented U.S. steel companies and worker groups applying for Trade Adjustment Assistance in initial and appellate proceedings.
  • Represented a U.S. pharmaceutical producer seeking to enforce patent rights under the Agreement on Trade-Related Aspects of Intellectual Property.
