FCC Releases NPRM Proposing New Open Internet Rules

Late last week, the Federal Communications Commission (FCC) released a Notice of Proposed Rulemaking (NPRM) to adopt new open Internet (or "net neutrality") rules.  A copy of the NPRM is available here

The NPRM proposes a revised no-blocking rule, a new rule prohibiting commercially unreasonable practices, and an enhanced transparency rule.  In addition to seeking comment on the proposed rules, the NPRM also seeks comment on a number of related issues, including: (i) the costs and benefits of relying on Section 706 of the Telecommunications Act, Title II of the Communications Act, and other sources as the legal authority for its rules; and (ii) the development of a multi-faceted dispute resolution process for affected parties.  A summary of the NPRM is available here.
