Repacked Stations Must File Transition Progress Report by October 10
All stations that will change channels during the post-incentive auction transition must file a Transition Progress Report by October 10. Going forward, each station must file an updated Transition Progress Report by the 10th of each quarter (October 10, January 10, April 10, July 10) until the station has completed its transition.
To file the Transition Progress Report (Form 2100-Schedule 387), login to the Commission’s Licensing and Management System (LMS). Select the “Authorizations” tab, click the license file number for the station (if the LMS account is shared by multiple stations, use the search box in the right-hand corner of the screen to search by call sign or facility ID), click “File an Application” and select “Transition Plan Progress Report (Schedule 387).”
All stations should select “Quarterly” for the filing type until one of the other options is relevant. We recommend that you provide an application description that references the station’s call sign, quarter, and year (example: “KXYZ 3rdQ 2017”).
The report should explain the station’s progress toward construction of its post-auction facility during the relevant quarter (e.g., July 1 – September 30). The form contains detailed questions about the status of (i) Permits and Tower Studies, (ii) Station Equipment, and (iii) the Tower and Antenna. Note: In the Permits and Tower Studies section, the Form asks about the status of “RF Tower Studies.” FCC staff has confirmed that this question is asking about the status of any required interference studies that are required pre-construction. Depending on how the station answers certain questions, it may be prompted to provide more information. The station also may upload attachments if a more detailed explanation is required.
