David Weslow Weighs in on Court Battle Over Country-Code Top-Level Domain Registries

David E. Weslow, a partner in Wiley Rein’s Intellectual Property Practice, was quoted in an article published yesterday in Bloomberg BNA’s Electronic Commerce & Law Report about a case in which victims of state-sponsored terrorism are trying to seize the .ir and .sy country-code top-level domain registries operated by the Iranian and Syrian governments, respectively.  “Country-code top-level domains are administered by country-code managers, not ICANN or ICANN-sanctioned entities,” Mr. Weslow said.  “Therefore, ICANN would appear to lack the ability to effectuate the control of the .ir registry or .ir domain names that the plaintiffs are seeking.”
