International Telecommunications Group Chair Cited in Report on Internet Freedom

Ambassador David Gross, chair of the International Telecommunications Group, was cited in a report published by the Center for a New American Security (CNAS) titled “Internet Freedom: A Foreign Policy Imperative in the Digital Age.” The report, which centers on the United States’ need for a “comprehensive Internet freedom strategy,” acknowledged Ambassador Gross’ help in providing insights during the compilation of the report.  The paper also cited his remarks given during a 2008 meeting of the International Telecommunication Union Council during which the member states adopted a resolution to “refrain from taking any unilateral and/or discriminatory actions that could impede another Member State to access public Internet sites.” Ambassador Gross remarked that the resolution unambiguously indicated that “‘member states’ meant not only governments, but also the civilians of those countries.”
