Wiley Rein Communications Practice partner Henry Rivera recently delivered remarks at a Labor Council for Latin American Advancement conference where he discussed the digital divide and its effects on Latinos. Mr. Rivera's remarks were included in commentary on Speedmatters.org and InternetInnovation.org in the "Podium" section. At the conference, Mr. Rivera-who is strategic counsel for the Internet Innovation Alliance and a former Federal Communications Commissioner-highlighted broadband's role in creating jobs and helping to bridge the digital gap between those with access to broadband and those without. He cited the American Recovery and Reinvestment Act an example of good broadband policy, saying that it was "instrumental in not only creating programs such as NTIA's broadband technology opportunity program and the USDA's rural utilities service broadband infrastructure program, but also in raising awareness of the need to bring broadband to unserved and underserved communities."
