Wiley Rein's Robert Walker Featured on CSPAN's Washington Journal and in Legal Bisnow
Robert L. Walker, former Chief Counsel to the House and Senate ethics committees and an attorney in Wiley Rein's Election Law & Government Ethics Practice, was a featured guest on CSPAN's Washington Journal following his testimony before the Senate Committee on Homeland Security & Governmental Affairs on an effort to address potential insider trading by members and staff of Congress and to increase the disclosure of lawmakers' financial investments. Sen. Scott Brown (R-MA) introduced the Stop Trading on Congressional Knowledge (STOCK) Act, which would specifically prohibit elected officials and congressional employees from making stock investments based on nonpublic information gained through their positions. While being interviewed by the Washington Journal moderator and taking questions from viewers, Mr. Walker warned that the legislation is largely symbolic.
Mr. Walker was also featured in Legal Bisnow. Mr. Walker told the publication that "restrictions on information sharing (especially the "tipper liability" clause about not letting folks outside Congress get insider info) could lead to members "looking over their shoulders" whenever they talk to press or exchange viewpoints on policy issues with people outside Congress, having a chilling effect on members."
