Election Law Co-Chair Michael Toner Discusses Meaning of a Suspended Campaign

Election Law & Government Ethics Practice co-chair Michael Toner was quoted in an MSNBC article on what it means to "suspend" a campaign, following this weekend's announcement that Herman Cain was leaving the presidential race.

Mr. Toner, a former Federal Election Commission (FEC) chairman, said that "suspending" a campaign is a political distinction, rather than a legal maneuver. "It gives you more flexibility politically," said Mr. Toner, while pointing out that it provides "political cover to get back in the race. It gives you more wiggle room."

Mr. Toner added that there is nothing a candidate files with the FEC to "suspend" a campaign.
