Tim Brightbill Discusses Commerce Department's China Solar Panel Ruling on Platt's TV

Tim Brightbill, a partner in the International Trade Practice, was a guest on the television show Platt's Energy Week after the U.S. Department of Commerce ruled on May 17 that Chinese solar cell and module manufacturers sold their products in the United States at prices below the cost of production and imposed antidumping duties ranging from 31 to 250 percent.  The duties are retroactive to 90 days before the decision is officially published and will be added to the anti-subsidy tariffs of 2.9 percent to 4.73 percent that the department imposed in March.

"These tariffs are a good start toward leveling the playing field and restoring U.S. competition in the solar manufacturing area, after years of facing difficult and unfair competition from China," said Mr. Brightbill.  "These are preliminary rulings and we suspect they will go higher for the final determination. But for now this is a good start for the goal of the domestic industry."
