Stephen Claeys Comments on Draft Statement of USMCA
Stephen J. Claeys, partner in Wiley Rein’s International Trade Practice, was quoted by Inside U.S. Trade’s World Trade Online in a May 30 article about the draft Statement of Administrative Action for the U.S.-Mexico-Canada Agreement (USMCA) submitted to Congress last week.
According to the article, U.S. Trade Representative Robert Lighthizer submitted the draft Statement of Administrative Action for the USMCA to Congress on May 30, which started the 30-day clock allowing for the submission of the USMCA implementing legislation to Capitol Hill.
According to Mr. Claeys, former counsel for the House Ways & Means trade subcommittee, the submission of the draft document on May 30 would mean the “earliest that the draft USMCA bill can be sent up is June 30 but that is a Sunday,” he said on Twitter. “Also has to be a day both Chambers are in session and the following week is July 4 recess. So earliest probably is July 9.”
