Tessa Capeloto Weighs In on Uptick in FARA Enforcement

Tessa Capeloto, of counsel in Wiley Rein’s International Trade Practice, was quoted in a May 23 Law360 article about increased scrutiny related to the Foreign Agents Registration Act (FARA) following the indictment of Paul Manafort earlier this year. As noted in the article, the law requires foreign agents to disclose to the U.S. Department of Justice the nature of their relationship to a foreign entity, including money that is raised or information that is distributed. The law impacts a variety of entities that have lobbying relationships with foreign governments.

The FARA unit, which is housed within the Justice Department’s National Security Division, “appears to be conducting more independent research and proactively reaching out to parties that it believes may have a registration obligation under the statute,” according to Ms. Capeloto.
