Areas of Specialty

With more than two decades of experience, David is well-versed in the areas of international trade, quantitative and statistical analysis, and data management. He provides clients with guidance on the U.S. Department of Commerce’s (DOC) calculation methodology and computer programs employed in antidumping proceedings. David’s effective and comprehensive analyses of company sales and cost data supports clients’ positions in international trade disputes, primarily those involving antidumping and countervailing duty proceedings.

Professional Experience

  • Prior to joining Wiley Rein, David worked as an economic analyst in the international trade practice of a major U.S. law firm (1996-2018), where he:
    • Provided clients with data analysis and reporting, trade flow and international price monitoring, and surrogate value research for non-market economy cases, and
    • Supported domestic clients in trade remedy cases involving various steel, chemical, and quartz products.
  • Previously employed as an economist for private consulting firms performing a variety of statistical analyses and report preparation for U.S. government agencies, including the U.S. Equal Employment Opportunity Commission (EEOC), the U.S. Department of Transportation (DOT), and the U.S. Environmental Protection Agency (EPA).
  • Served as an economist for the U.S. Department of Commerce, Bureau of Economic Analysis.
